We changed it in TFS 2008, because it didn't seem very useful to see "Unexamined" for all builds in the build explorer. In fact, it made it hard to see which ones were set to something else. By not setting it, the ones that are set become more obvious.

I think it is just that in 2008 you have the option to have an empty build quality associated with the build where-as in 2005 that was not an option.
