The short answer is: no. "Visual Studio Team Explorer" is equivalent to VSS 
Explorer.

The long answer is, have a look at these:
* TF.exe is the command line client that comes with Team Explorer 
(http://msdn2.microsoft.com/en-us/library/cc31bk2e.aspx)

* Teamprise Explorer is a Java implementation of Team Explorer. It may be a 
little more like what you're after.

* SvnBridge allows you to use any Subversion source control client, and talk to

I just know about the Team Explorers [1] [2] which are a scaled down version of 
Visual Studio.

I don't know if it fits your criteria of not a plug in...

If you're looking for something to check files into TFS without purchasing
