If by codeplex team explorer you mean this one: http://www.codeplex.com/CodePlex/Wiki/View.aspx?title=Obtaining%20the%20Team%20Explorer%20Client&referringTitle=Source%20control%20clients Then yes, it is exactly the same as the one for your internal TFS. You will need to install SP1 after installing Team Explorer.
