If by codeplex team explorer you mean this one:

Then yes, it is exactly the same as the one for your internal TFS. You will 
need to install SP1 after installing Team Explorer.

Hi folks .. this is a wee bit different to the current 'install/upgrade' 
thread, so i've started a new one.

I have VS2008 SP1 on a new laptop. Seems to be working fine.

I want to add team explorer for some codeplex projects i'm on. If i install 
either the codeplex team explorer, or the one for our internal TFS, do i need 
to apply VS2008 SP1 again, after the explorer was installed?

also, can i get a confirmation that the codeplex team explorer == team explorer 
that comes with tfs08?
