Have you browsed directly to the Report Project site to see if it is a permission error? Browsing as "tfsSetup" and the client account to see if there are permission issues?

However, in the "Reports" tab in Team System Web Access, I'm getting this message: Client found response content type of '', but expected 'text/xml'. The request failed with an empty response.
