Google Page Creator is great, and it's free if you have (or sign up for) a 
gmail account (also free). And you can build five separate sites if you want 
to. http://pages.google.com/

Here's the site I put together in about an hour at a "tech camp" this 
summer. Obviously, it's not populated yet, but I have great plans.
