Thanks, Amy. I'm thinking maybe 4 - Exceeds standard 3 - Meets standard 2 - Partially meets standard 1 - Does not meet standard 5 (or whatever) - not covered I was going nuts trying to make finer distinctions between "Meets" and "Does Not Meet" and thought maybe this slightly simpler scale would solve the problem.
