I have my kids "Zone" a la Nanci Atwell's "Reading Zone" in class.
They read and I quietly conference with individual kids while I take a
status of the class. I agree you must keep tabs in this way. I found
if I get them started in class they usually will get the book read at
home. We zone for 60 minutes a week when possible.  I wish it were
more.

Home work is generally classwork that needs some finishing touches
such as a summarization pyramid in their Social Studies Interactive
notebook. In math it is homework is generally important practice work
and activities based on keeping up with skills. Ongoing projects may
have homework components and my kids practice personalized individual
spelling lists weekly.

I think most educators today realize homework should be valuable and
not just given as old fashioned "busy work."
