I haven't had the effect, but I've read several discussions about it. One solution (apparently not applicable to you because you apparently use only or mainly modem) is in Network Preferences, in your non-modem-using Locations move modem down below whatever you usually use to connect; or better, unselect modem in any Location in which it won't be used. There were other discussions re the effect when people were using their modems: try google searching like "automatic modem dialing" & Macintosh & "OS X", or similar.
