Not set up to test this out here, but I'd think that putting in an alias in
each user that pointed to your rules file would work.
Perhaps a safer method would be for you to duplicate your user file in your
world and put in alias' to that file so users couldn't change your rules.
Another way: I'd give it a shot to use Terminal's chmod command to make your
rules file read only by anyone except the owner. That way you don't have to
update the common file and user's can't change yours.
Naturally, if they had different needs, they would have to negotiate with you a
change in the master file.
