Johann,
Adding a project to OSGeo Labs is by self assessment. (Ie, it doesn't need to pass the OSGeo incubation process).

So long as Puzzle-giz and GeotoolKit are Open Source Geospatial, they are welcome to be mentioned on OSGeo Labs.

I'm glad you have asked the questions, at the very least, it points out
that we will need to document clearer guidelines about what we should be
included on the DVD.
