i appears that
/home/user/.jump/workbench-state.xml
is created, and has a local postgres connection stored
/usr/lib/Kosmo-2.0/bin/workbench-state.xml
is created, and has a default projection stored..

well I installed it on a standard debian machine and tested
and the behavior is somewhat similar
It might be that the global and per-project preferences are not so
clearly distinguished
when saving and changing and such..
so, things seem to be fine
