I agree with Jorge's suggestion of Pootle. Have a look at
http://translate.org.za which facilitates translation of software and
GUIs into our 11 official languages. They use Pootle and several other
resources that could assist with this project:

Among other things, Pootle supports terminology, making it easier for
several different people translate the same terms in the same manner.
Pootle is also better for supporting several translations processes at
the same time. Definitely, I would like start translating Free GIS
