I think this is wrong, I felt really sad about know this (I'm debian user). GRASS7 exists since several years, there are a lot of new stuff for users and it is not a fault of GRASS community if QGIS community was not able/interested to update the plugin, so I think that the Debian users have to use the latest and greatest GRASS version.
