It depends what you mean by "encrypted".  The Transport Stream file 
must be well-formed, with proper Transport Stream headers and PCR 
timestamps.  However, the server is completely agnostic about the 
actual payload data that's in the Transport Stream.  If the PES data 
contained within the Transport Stream is encrypted, but the Transport 
Stream itself is well-formed, then there should be no problem.
