I understand that the live555 streaming media is able to stream MPEGs video files. I need to know whether other codec for example Dirac can be used to work with the streaming media?

First, someone would need to define, document, and begin standardizing a RTP payload format for the Dirac codec. I don't know whether anyone is working on that...

I spoke with David Flynn of the BBC and he said it's next on his ToDo list, after he finished SMTPE vc2 (which should hopefully be finished today). So that means that the first drafts of RTP Dirac encapsulation format should be coming very soon now. It is of course already possible to store Dirac in MPEG-TS and stream that using RTP. VLC should play that.
