I was able to get around the need for an SDP exchange by taking my MPEG-4 elementary stream, packaging it up into an MPEG-2 transport stream, and sending that out over the network instead.

No. In princlple, all RTP media players need to first receive a SDP description that describes the stream. However, VLC is able to guess the media type of some streams (e.g., MPEG Program Streams and MPEG Transport Streams) without a SDP description. However, that won't work for most media types.

In other words, you're relying upon a hack that's specific to VLC.
