They do? From what I read it's supposed to be pre-built and you just reference the libraries when you build VLC.

I guess I was asking if any "libraries" are produced from TESTPROGS or MEDIA_SERVER? or which elements do I need to compile if I ONLY want the libraries.

You need all of the libraries that we provide.

In any case, for details of how to build VLC (including with the
"LIVE555 Streaming Media" libraries) you should consult the VLC
documentation. They have a long-established mechanism in place for
building that application.
