I have implemented a VOD based on live555 via unicast, now I
want to know how RTCP control bitrate according to network quality,
this means, if network is very bad between server and client, RTCP
can reduce bitrate automatically until network is becoming good. How
should I do?
The IETF has done work in defining such a protocol (specifically, the
RTP/AVPF profile, with some RTCP extensions), bue we don't currently
implement these ourselves. Therefore, you would need to add such an
implementation yourself.
