Not exactly. The code assumes a frame rate of 25 fps *only if* there is no timing information in the SPS NAL units. If you want your video to be streamed at the correct frame rate, you should make sure that the SPS NAL unit contains “vui_parameters”, which in turn has the “timing_info_present_flag” set, with the “time_scale” and “num_units_in_tick” fields set.
