Dow Falls About 400 Points; S.&.P. Off 5.1 Percent
Discouraged investors sent the markets down for a third day
amid disheartening corporate earnings and an announcement
that the government will not buy soured mortgage assets after
all. The Dow Jones industrial average fell about 400 points
or 4.6 percent, while the broader Standard & Poor's 500-stock
index was down about 5.1 percent.
