Los Angeles Times | January 15, 2009 | 2:22 p.m. PT --- Congress clears way for second half of bailout funds The Senate today gave President-elect Barack Obama access to the second half of the $700 billion financial bailout fund. Senators voted 52-42 against a Republican-sponsored bill to block the money. In defeating the bill, the Senate assured Congress would not block the money, allowing it to be released.
