I would worry more about the natives getting involved than the officials. 
Unofficial attentions have no policies or rules or even limits - and relatively 
unlimited manpower. A couple boats with 4 or 5 drunk bored unlucky fisherman 
would seem a much greater concern that a sheriff. Ergo, it makes sense to "be 
yourself" discretely. 

"Knowing the law" bears somewhat the same relationship to using the law as 
carrying a gun does to effectively and safely using one. In almost every 
conceiveable situation you're going to be outgunned by people with no qualms at 
all about doing what it takes to prevail and with a lot more experience and 
muscle along those lines. It's something best held in reserve.

That said, it never hurts to know the ostensible rules.
