Both would have six volts or so on them in quiescent state, but if they
were stable that way, and a 12 Volt shot would flip the relay, then maybe
it would work.  Would depend a lot on the relay itself.  

But of course, there would be current flow all the time through the coils,
not an acceptable situation.
