It has been years since I've been into the Mystic Museum by boat (slips were
$0.15/ft), but we have visited by cars since. So some of this is old,  but..
the museum is up river from the bascule bridge around Green 47.  I believe
the bridge has a fixed opening schedule, but that may be only "in season".
There is no anchoring off the museum-the water is very thin, but the museum
does maintain slips for visitors & members.  Usually they are taken by
members who have first dibbs, but at this time of year, they may have some
available.  You have to call and make reservations.

I'd guess it is a mile hike to town but there must be cabs or some type of
local bus; have no clue where the nearest Wal-mart may be.  If you can't get
a slip at the museum, there are slips, yards and yacht clubs all along the
river.

Enjoy your visit; it's a neat place.
