Hello Al, Every fire truck in the country carries fire axes. The reason is simple. You can NOT fight a fire you can't see, and ALL smoke is toxic. Firefighters are trained to ventilate first, extinguish second. A "surplus" of fire extinguishers is needed to insure that you can put the fire out. No boat I have ever seen was built tight enough to use oxygen starvation as a means of extinguishing a fire, except by flooding the entire hull with more (possibly toxic) heavier-than-air gas.
