Maryland provided funding for marinas to put in pumpout facilities.  Maryland
law requires that all marinas with 50 or more slips berthing any boats over 22’,
must have a pumpout. New marinas and expanding marinas with more than 10 slips
must also have pumpouts.

They also restricted the amount of money that could be charged, and there were
provisions for removing the pumped out material for low cost..  All the marina
had to do was keep track of how many pump outs they did.  Some marinas preferred
to put their own facilities in and charge more.  But it did go a long way
towards getting pump out facilities installed
