The boat that we have (a CSY) has a HIN and back in 1976 when they
first started to manufacture them, they put HIN on them.  Irwin also
had HIN back before 1977.  Maybe they weren't REQUIRED back then, but
some manufacturers had them.

I've also been through this with homebuilt horse trailers. The state
requires that you have an identification number on them, but since
they weren't manufactured in the normal way it was a problem - dealt
with in various ways.
