Diesel rpms are controlled by the amount of fuel injected into the cylinders. Too much fuel and the rpm's pick up, could result in a runaway diesel. That often results in 95-100% engine disassembly. Too much oil in the crankcase can have the same effect, when the crank froths the oil and it blows by the rings into the cylinder. The only way to shut it off is to cut off the air supply.
