When we were there (admittedly it was 5 years ago) we were not
comfortable staying on the mooring balls.  When we went south, there
were five of them there, and on the way north there were only a couple
left.  The park service when I called them said that since they were
free, they had no liability for their use.  

There are tours ($1 ea.) that you can take from the Park Service
(Indian Key has a very interesting history), but it used to be that
while there were no tours of Indian Key on Tues  or Weds you could go
ashore, but that Lignam Vitae Key (on the Bay side) was closed to
access on Tues and Weds.  But I can't seem to get the Florida State
Park page to come up in order to look it up ATM.
