Robin's parents were right by his side helping him get the boat ready - just like the young man who just completed a circumnavigation.
For better or worse, it was a Dutch court enforcing Dutch law. The EU has certification programs for skippers for inland, coastal, and ocean travel. We might not like it, but those are their laws. As Bob Austin has pointed out on several lists, our country and others have a provision in the law covering a "Manifestly Unsafe Voyage." Our Coast Guard rarely invokes this law, but they have done it. If a local paper covers your departure in a rowboat for Patagonia, you should probably look over your shoulder for a cutter bearing down on you. Otherwise, we are about as unregulated as you can get. As Arild has pointed-out, Canada now has a strict licensing requirement for Canadian skippers. Ron Rogers
