Update... Turns out the vessel was never registered by the new (2 years ago) owner and title has never been transfered. So the seller who is being ticketed for the lack of registration and technically still holds title, is going to see if he can get possession back. He has attempted to contact the current "owner" and the state, we will see what happens.
