I've had good luck using Oxiclean to remove mildew from nylon sail bags.

Dave are you talking about stains or just removing the mildew?
 
I use bleach for mildew.   Nort sure about rust stains.. but you might try
bleaching in water.. and soaking over night..   there is a laundry product
BIZ that I used to use on rust stains on fabric, that worked fairly well..
