I have seen all-around white lights mounted on the dink's outboard. While a very convenient place to mount them, their usefulness is limited when the outboard is underway because the light is blocked by the operator's body through many degrees.
My dinghy all-around is one of those tall (about 30") stalks with a bright light at the top. At the bottom I put a small (about 3/4" diam.) stainless ham radio whip antenna spring (Ham Radio Outlet) and a stainless twist-lock quick disconnect (same source). It has worked very well over the years, doesn't break when it hits something (most of the time) and is easily removable when needed. It is high enough so that it can be seen all around. The only drawback is that it does shine in Jan's eyes when she is riding on the bow seat but it does make us easily seen by other vessels. We also have a red/green light at the bow. Using a PV "garden" light on the top of the outboard when the dink is on a painter sounds like a great idea.
