Craig and Ed, I am in Turkey and have observed nearly 100% compliance with cones and balls (but nearly as much with properly aligned nav lights!) I will have a Turkish marine insurance policy (and it is in English) and it states quite plainly that a failure to comply with the International Rules for Navigation can be the sole reason for not honoring a claim against this policy.
My "agent" had warned me that he knows Americans that do not comply with the rules 100% of the time and he hopes that I am not going to be one of them. This was after my nav rules exam... and after an interview ... and after the Admiral's interview... and then waiting for the committee's decision........ I got the hint!
