If there are lien holders it should be on the title but it wouldn't hurt to call the DMV and double check. He can always go to the DMV with the person to do the title change just to make sure.

How can he be sure that he is getting clear title to the boat without any hidden liens. I understand that a person can search the Coast Guard vessel documentation files.
