Hi, Ron, I don't think so. It just makes the air flow less direct. Think of a helicopter - its blades have varying force depending on which way the wobble plate is turned. It's about the same way here, I believe. In any case, that was one of the recommendations of my supplier - using the tether to keep it from pointing directly into the wind.
