Lee and List,

I believe the best philosophy is to view all hostages as dead and act to
clear the seas of the scourge that is a growing threat.

Last fall some Brits paid a million pounds to free a few British 
subjects who had been held more than a year.  It only encouraged
the folks who are pirates and thugs.

My solution:  

We need to have the US Navy outfit about 12 yachts and cruiser 
appearing boats, like Q ships (wolves in sheep clothing - decoy
vessels) that would attract the pirates any way they could.
Have a well armed and prepared bunch of marines on each 
one and cruise back and forth in the Arabian Sea for a year
with close contact support to naval assets in the area.

The problem would be diminishing instead of increasing.
There is support for marines doing such an operation if you
listen to the words in the Marine Corps hymn "from the
shores of Tripoli".  As was the attitude back in our countries 
infancy, Millions for Defense, not one cent for tribute!
