Good questions. Per Coast Guard regs, children under the age of 12? *must* wear approved flotation devices *at all times* onboard your vessel. And *you* are responsible for enforcing this. Not the parents.
I have seen this enforced on *floating docks* at a marina because the floating portion of a dock is considered a *vessel* To all the other questions - communication, communication, communication. But, yes. You *are* the captain. A benevolent dictatorship. Use it wisely. Managing expectations beforehand is always easier than after the fact.
