Actually the CG says "under 13".  I could not find anything saying "at all
times" -  it does not make sense that a child would be required to wear a
life jacket when below decks.

The CG rules do state that State Rules apply over CG rules so the child
life jacket rules vary from state to state but 12 and under would be a good
bet to be safe while on deck anywhere.

The CG does describe three different models for different weight children.
