Update...

Norm, all of the "no anchoring for more than 72 hrs in a 30 day period" 
signs are down in Melbourne and the marine police are no longer 
harassing vessels that are anchored in our waters.  I think they finally 
got the message that the local law was not in accordance with State Law. 
  Marco Island ruling probably helped.  So far, no new issues.
