I don't really know anything about other languages/locales, but it's
possible it's needed for using sysklogd in certain locales. If it's not
on the livecd, search for it on the LFS website.
1) This is not about languages/locales, but about inexact translation. Please
remove the French translation from the "Translations" area on the web site.
2) And even if something is needed in some locales, it is the responsibility of
the translators to alert the authors of the main book. IOW, the English book
should either contain explicit instructions that work in all locales, or at
least point to the right direction in complex cases (as done with console
configuration for Chinese: the book tells that the X window system and some
input method software is needed).
3) This fix is now a part of sysklogd-1.4.1-fixes-1.patch
