First of all, F31 is End-of-Life'd so no.

Perhaps on F32 or F33.

So far as getting rid of the welcome program, maybe remove whatever package 
provides it if doing so doesn't try to remove anything needed.  I haven't 
looked into the specifics.  So far as auto-login, if you look at the kickstarts 
that are provided in the standard Fedora repos for these packages 
(fedora-kickstarts and spin-kickstarts), somewhere in there should be listed 
the config change that is making autologin work.
