Hi Jun,
the recommended way is to compile the code yourself from source. If you
would rather install from binaries, then the quickest way is to find a PPA
with the latest version (for example, there is a version here with 2.4.3:
https://launchpad.net/~ubuntuhandbook1/+archive/ubuntu/lives). Although
2.4.3 has known issues so I would not reccommend installing this particular
version. But if you wait the packager may put out an updated version.

Otherwise you can install from Ubuntu repositories (sudo apt-get install
lives). I am not sure what version they are up to but likely they are a few
versions behind. Debian usually keeps up to date but it takes a while for
Ubuntu to pick up the ubuntu packages and repackage them.

Getdeb.net (http://www.getdeb.net) also used to package new versions as
they came out, although they seem to have stopped recently. Perhaps if
enough people request it they may add it back again.

Note also the binary packages are generally not tested by me so they may
contain their own bugs.

Ubuntu is somewhat problematic as they don't seem to have an official
maintainer for LiVES packages (at least none that has ever gotten in touch
with me). Although on the plus side I am currently doing the development
work under Ubuntu (14.04).
