Re-enable TestRegisters and TestTargetWatchAddress on Linux
- TestRegisters passes locally (llvm.org/pr16301 no longer reproduces) --
verifying this on buildbots
- TestTargetWatchAddress also passes locally, and referenced llvm.org/pr14323
which is now closed
