They were built with the attached batch file.

As with 9.0.0, two tests pass unexpectedly in the no-asserts 32-bit build:

  LLVM :: ExecutionEngine/MCJIT/stubs-sm-pic.ll
  LLVM :: ExecutionEngine/OrcMCJIT/stubs-sm-pic.ll

Again, I think that's safe to ignore.
