I don't think that LLRP intends to specify how RFSurvey is used.  It's
certainly possible to use this for the purpose you describe, but of
course it depends on the rules of the regulatory region.

I just have a quick question about the RFSurveySpec.
>From the llrp spec I get that it is scanning the power levels on a
frequency range.
My guess would be that this information is ment to eliminate noisy
frequencies from the list of available frequencies.
Am I right with that?
