Matt, I would like to clarify one statement in my original response. While the LLRP Specification documents what a reader *can* do when one ROSpec preempts another (section 6.1, line 757), this is not covered by normative language (a SHALL). While I have no idea why a Reader would support multiple priorities and not implement preemption as the Specification suggests, nothing in the Spec prohibits an open interpretation. So even the one scenario the Spec does touch on, is technically up to the Reader implementation.
