That doesn't look like XML to me.

You need to use one namespace prefix or another... Impinj: or llrp: .
You can't use both on a given element.

Also, the / in a closing tag goes before the prefix.

Perhaps some injudicious global text search/replace was used on the XML?

Consider using a schema-aware XML editor or validator to check your
XML before attempting to encode it to binary LLRP messages.
