LOG: [LLDB][NVIDIA] Add NVPTX architecture support (#158334)

- Introduced a new method `IsNVPTX()` in `ArchSpec` to check for NVPTX
architecture.
- Implemented the corresponding method in `ArchSpec.cpp` to utilize the
existing triple architecture checks.
