The first issue (abort in decomposition) is now fixed. The problem is that in
OMP.td compound constructs are treated separately from the leaf constituents.
When IF clause was recorded as allowed on DO SIMD, no other information was
stored. When the decomposition ran, it tried to attach the IF clause to either
DO or SIMD and failed in both cases. The actual reason that IF could be
present on DO SIMD is that it is allowed on SIMD. So, allowing IF on DO SIMD
should also automatically allow IF on SIMD.

The second problem is just a different symptom of the first issue. After first
warning IF was allowed on SIMD, and so decomposition didn't run into problems.
When SIMD was commented out, it brought back the first issue.
